You may cut it it. Make sure to cut where it does not compromise the strength of the Ramp
Can you glue on the rubber threshold to the concrete? Would 3m 5200 work?

3M Marine Adhesive Sealant 5200 may be able to help. However, check this video link for installation

Do your rubber thresholds float tf I don't anchor them to the concrete gutter? We get regular rains that leave 6 inches of storm water runoff in our gutter.

If the ramps are not linked together. there is a possibility that it can get washed away. It also depends on the water volume and current.

Do you make an 'end cap' that is ramped so water flowing into the normal flat end will flow over the ramp instead of being diverted out the top and bottom of the ramp? Sort of like the sloped door stop used to wedge under a door to keep it from opening.
