How come box for PSWP8BK headphones says “water resistant” and not “water proof”

How do you get it ro pair with phone. Keeps telling me I need app.
These headsets are not Bluetooth

This is recognized by my PC, I can add or delete files. I get a red light when it's plugged in and will change to blue after a while. The player will not turn on when it's not connected to the usb plug. I've tried holding power button in and resetting multiple times with no luck. The led does not light up at all when not connected to usb. Am I missing something? Thank you, Paul
The battery may not be holding charge that is why it is not powering up when unplugged from USB port
