Since it is passive, can I use this device backwards to convert a balanced mono signal from a mixer board to an unbalanced mono signal for input to a streaming box?

Can I use this device to reduce a line level output (from my headphone out jack on an audio amp) to a mic level, which I will use as an input to my USB audio interface at a much lower (undistorted) level? Do I plug the line level source into the balanced XLR port as an input, and use the PARPOUT 1/4" jack output as the input for my audio interface? Would plan to attenuate signal by -40dB for testing. Thanks for your help!
This device allows a line-level source to be plugged into a mic level input. Para Out is a Passthrough Output

My mixing console has global phantom power. Is it safe to plug this in and will it protect my instrument from the phantom power?
Yes, it is perfectly fine to have a passive DI box with phantom power turned on; a properly designed passive DI will not be affected by phantom power as it functions solely through a transformer, which prevents any current from flowing through it from the phantom power source.
