Yes, the SereneLife SLSV45EQG safe can absolutely be fastened into a cement floor.
The safe comes pre-drilled with mounting holes in the bottom specifically for this purpose. However, please note that the expansion bolts included in the box are typically designed for wood or standard drywall studs.
To securely anchor it into solid concrete, you will just need to buy a set of concrete anchor bolts (like Tapcon screws or sleeve anchors) and use a masonry drill bit to drill the pilot holes into your cement floor before bolting it down.
